BILL SUMMARY

HF 2366 is a targeted reform bill that removes several outdated and unjustified government requirements from Iowa's homeschool law. It was introduced by Representative Bill Gustoff — a trusted champion of homeschool families and a former Homeschool Iowa lobbyist — and it reflects years of advocacy to bring Iowa's law into closer alignment with the principle that parents, not the state, have authority over their children's education.


WHAT THE BILL DOES

1. Removes the 4-student cap and tuition prohibition from IPI
2. Simplifies CPI Form A reporting
3. Removes immunization and blood lead testing requirements from CPI enrollment
4. Prohibits Department of Education rulemaking for IPI
5. Establishes homeschool diploma recognition
6. Confirms parental authority to verify educational information


WHY THIS BILL MATTERS

Iowa's homeschooling families consistently produce exceptional results — outperforming public school peers by 15-25 percentile points on standardized tests, according to peer-reviewed research. They do this without taxpayer funding and without the bureaucratic infrastructure that costs Iowa $4.7 billion in education spending every year.

HF 2366 recognizes what the evidence confirms: parental freedom produces excellence. Every requirement removed by this bill is one that was never justified by research, never demonstrated to improve educational outcomes, and always represented government overreach into a domain where parents — not the state — hold God-given authority.
